In a sealed container, off a concrete floor, ideally with a desiccant sachet. Electrode coatings absorb moisture from the air, and a damp coating produces porosity, an erratic arc and rods that refuse to restrike.
Basic low-hydrogen rods are the fussiest — professionals keep them in heated rod ovens, and re-dry them if they have been out. Rutile rods are more tolerant, and even they weld noticeably worse after a winter in an unheated garage. A plastic box with a good seal costs a few dollars and preserves a €39 box of rods.

The questions welders ask
Can damp rods be dried?
Basic rods can be re-dried in a rod oven at the temperature the manufacturer specifies, typically a few hundred degrees for an hour or two. A domestic oven is not a substitute — the temperatures are wrong and the food contamination risk is real. For rutile rods at hobby prices, replacing them is simpler.
