What is a PAPR and why the filters?

A powered air-purifying respirator: a belt-mounted blower draws air through filters and pushes it into the helmet, so you breathe filtered air under slight positive pressure. The stack is usually a coarse pre-filter, a particulate element and sometimes carbon. The pre-filter catches spatter and coarse dust so the expensive element lasts.

How often should they be changed?

The listing does not say, which is a real gap. The practical indicator is breathing resistance and blower noise: as filters load, the blower works harder and runtime falls. Change the pre-filter when it looks loaded rather than when it fails — it costs a few dollars and it protects a part that costs many.
